Cole did trick Phoebe because if the Source had "possessed" any other demon, Phoebe would not have married them. In other words, Cole/Source used Phoebe's connection to him in order to lure her. Whenever Piper took the mantle of matriarch, she became very cold, bold, and very self-interested. This is a stark contrast to her earlier seasons.
